The process in setting up your web site officially lies in domain registration and hosting.

You can build anything you want on your computer, but until you register a domain name, and host your files somewhere, nobody will have any access to it.

The quick explanation:

You register a domain name and that domain name becomes a pointer to a record of domain names (incidentally called a Domain Name Server) that you specify.
The DNS you specify in returns the respective server upon which to find the folder in which you have stored your website.

Simple, eh?

In short, the host is a computer with a copy of your website, and you pay a monthly (or yearly) rental fee therein.
